Did I get scammed?

Got this game at a garage sale a while back.

I didn't notice that it was a 2 disc game till I went to test it at home. Only disk 2 is here. The case looks normal as I can tell.
Where would the second disc even go? I purchased another copy today at a game shop and it has a place for the other disc.
Did they swap the front paper and Manuel to a single disc case to hide the fact they didn't have disc one?
I'm not upset about this, I'm just not sure how this happened. What do y'all think?

Sorry, should have clarified. The the case has the matrix manual and the front cover is the matrix game as well. So they put all that stuff in a case. that is more that most garage sale people would do right?

My guess is if it was picked up at a garage sale, they unknowingly bought it incomplete from someone themselves and didn't even realize it.
