I've read that people using Devolution and playing Phantasy Star Online are able to use the Wii's networking to actually get online. Does this hold true in other games? Like would I be able to use a program like Warp Pipe to play Mario Kart: Double Dash online?

Unfortunately, Devolution emulates the GameCube's dial-up adapter and not it's broadband adapter and most games like Mario Kart that supported local network play would need the dialup adapter to work so warp pipe wouldn't be useable with them.
 
Eh, that's unfortunate. I still think it's amazing that it's able to use the dial up at all though.
