On "that ISO site" a CIA of DevMenu can be find which is claimed to be working with slowhax/waithax.
Of course not, the kernel is what checks signatures
That cia is a convenience to not spend another 20 minutes to open fbi another time
What about when signing your own firmware as show in 33c3?
The meaning of that is: (Once someone will actually do it), with a hardmod or arm9 exploit (either of them can can be used to write to nand) you will be able to fully hack your console forever, even on a hypothetical future 14.0 sysnand

So if I install it with A9LH, should I uninstall A9LH after?
It's too early to know what will actually be done with it.
But 2 main things will probably come out of it:
A fully free "A9LH" that does not depend on a secondary exploit in N3DS kernels, OTP, or rewriting your secret sector
Prepatched kernels with CFW features, exciting as a technical achievement but not terribly practical compared with the flexibility and feature set of A9LH+CFW+other .bin homebrews
