devkitPro Tools Section Not Working

I am on Windows 11. All tools in the folder will flicker except for catnip.cmd which works normally. There are also some leftover files.

These are all command line utilities. They require parameters and do lot do anything meaningful if you double click them in windows explorer. If you were to run them from a command prompt they will spit out error messages saying there are missing required parameters.
That being said they used by the example projects. You probably want to look at the getting started guide on devkitpro.org - rather than double clicking random executables.

The template/example makefiles have hooks to process images with grit.
