Homebrew DevKitPro Questions

It's been a long time since I wanted to learn to make Homebrew for the Wii. It's be amazing to see myself doing little games to play on my Wii with Gamecube controllers :grog:

So I went to DevKitPro-Getting Started and I've already downloaded the DevKitPro Updater... and the page is telling me to download each library... but the link that's supposed to have the libraries does not have anything at all. It says that it has no files.

So... where do I get them?
And do I need an IDE such as Visual Studio, Notepad++ or something like that?

I really recommend you to use Notepad++. It is what i use to check, write, compare, etc. Terribly useful, have not needed anything else.
