Will I be able to use relocator on my soul silver ( Desmume ) to my 3ds?

Yes, Nintendo has programmed something into the 3DS's firmware that will allow you to connect it to your PC and send DS Download Play data to DeSmuME.
Once you do that, it removes all the Anti-Piracy on your roms and adds a Coffee-making function to your 3DS.
