Homebrew Deleted unsigned apps no CFW?

My friend uninstalled CFW but forgot to delete some apps. When system settings is booted, you can go to data management, but when you do, it restarts the console. How can he fix this?

Re"install" CFW and use a title manager?

Or manually delete the appropriate subfolders of "Nintendo 3DS" but that's unclean

In any case it should NOT result in the console "restarting" while attempting to remove them!

Okay, could we

1. Format system?
2. Get new SD ?
3 reinstall CFW safely? (No damage?)
4. System update with the apps still there?
Thanks for answering , I've done many installs but never an uninstall. :/

1. You could format the system, that would get rid of it.
2. You don’t need a new sd, just format the one you have
3. This is the recommended option, then just use FBI to uninstall the tickets.
4. You can system update, but they aren’t going away.
