ROM Hack Decrypting .pac files in Elebits DS

Heya guys, been a while since I've hacked around with game ROMs,

I was just looking through the files in the Elebits DS ROM, and noticed that almost everything was in a .pac file. I opened one up in notepad, and found that it's an archive containing various files.

So, my question is, how to I extract the files from a .pac? I read on a Sonic fansite that there's a tool from someone named "lightning" to do it...any response to this?

I've opened many DS roms before and I saw a lot of pac files. However, most of them were different, so you'll need to figure out the structure yourself.
