I dont think its possible as version 4.x doesnt even have theme options implemented, unless someone made a mod

it could be possible to replace some of the system background images, but I wouldnt call that a theme, more of a soft mod

How do I install Custom Themes on a 4.x 3DS? I heard it was possible somewhere.

They were probably referring to emuNAND. You can be on 4.x sysNAND and have a 9.x emuNAND with custom themes (they obviously won't display in sysNAND).
