As far as I know, the closest you can get to animated themes in Yata+ is using the option that let's you to make themes such as the default system ones or the Ace Attorney Mood Matrix one.

I don't see it imposible. I mean, as it's said, there are themes with animated top screen. BTW, there must be limits for it, and maybe straght ones...

Does the image have to be tiled? or is inserting a gif possible?

Those images should be simple black and white png files, 64x64, rotated.
For that example theme I used these pictures, left one for the "Top" and right one for the "Top screen 'SIMPLE' Background":

Sorry, I don't really understand the meaning of term "tiled", can you explain it?
If you will try, you'll understand how to make this kind of theme, it's not hard.
BTW, here is information about these textures from Yata+:

If you are using the solid color or solid color with texture setting both the top screen image (foreground, moving) and the top screen "simple" background must be 64x64 GREYSCALE!!

Ah! Well, you don't have to make "full size" 512x256 texture filled with that image, it should be just single static 64x64 pic.

By the way, there are more animated themes, not only Mood Matrix and simple color ones.
Those are two Japanese themes "Gunma's Ambition" and "Nemuneko Friends - Song To Match".
There is one more animated theme - "MH4U Gore & Seregios" but that one has only moving "Top" texture, it doesn't have "simple background".
