Hacking Custom language it ir Possible?

Well, in the present time, we can do almost everything on ours wii's.

My wii is set to English, but i have a litle sister who dont understand english so.... I thought if exists some way to create a new language (for example Portuguese...) and add to system menu 3.2.

I dont know if this is possible, if it is possible please give me some tips to make this.
