Homebrew Custom forwarders??

Is there anyway to create a custom forwarder to boot say Pac Man or Space Game stored on HBL?

I saw a tutorial on doing so with another haxchi DS title but surely there is an easier way? My understanding is it cannot be done with a non legit DS title and if this wrong I can only find to vWii tutorial.

Is it possible to edit an existing forwarder with icon and tv images and change the elf that it points to?
