CTRtransfer file is too small error

Hi, first post here. I'm experiencing the same issue where if I try and run the ctrtransfer D9 it gives me the .bin.sha file is too small. If I restart the system, I get fastboot3ds still works and if I reboot it gives me a Arm9 error. Anyone have any ideas I tried so many things of this forum to get it working again, appreciate the help

Have to add, I got this 3ds from a secondhand dealer with no sd card, and only starts up with fastboot3ds, it looks like all the folders in the sysnand are intact and in place, the share file and most "sensitive" folders and files seem to be accounted for

initial discovery was if I try and load luma boot file it gives a ARm9 error, and I have to restart.
