Hacking ctrpf menu shows up but cheats don't work

When I boot up the menu on story of seasons: trio of towns, I try to load the cheats but they don't get applied to the game itself after exiting the menu. I'm using JourneyOver's cheats
I'm using a region free (USA) version of the game on a eur 3ds
I've used NTR before but ive deleted all its related files and ticket, idk if this is the problem though

Use Luma3DS cheat feature

I forgot to mention i am using luma @Shadow#1 I enabledthe plugin loader before booting up the game
