how can we make a custom mii WITHOUT a 3DS/Wii?

thank you but that is not what i meant. what i meant was to make a mii on a computer then turn it into a QR code for a 3DS to read and have it work

Oh, there's no way to do that.

there has to be a way for this. ill try a experment. im going to make 2 miis that are exactly the same exept for there shirt color. ill be back in about 5 mins.

i think you should be able to do it someway , i dont have a 3ds but i found this http://www.miicharacters.com/index.php they got qr code with them , maybe they know how to do them xD

Never mind i found out.(im such a noob)
here are the results:

(the top is a guy wearing red and the bottom is a guy wearing dark blue.the colors are the only thing that are different)
