Looks permanent to me, and I don't believe there's a quick fix for cracks like that. It's not bad though.. No, they are talking about a plastic sheet that covers the LCD that's physically built in to the 3DS, not your screen protector. Notice the matting on the top screen, that's the plastic protector. If you look on the bottom, you can see the same thing with a better fit.
What does this even mean? The dude had a legitimate question and didn't ask for anything close to that impossible. He just wanted opinions on whether or not it could be fixed. Be gone.
