CPS2 and Snes eeprom programmer recommendation?

I'm looking for eeprom programmer that will work with all snes game eeproms (i'm good enough to (de)solder those) and for cps2 phoenixing.
More systems would be fun, but what is the cheapest programmer option for me?
It's no problem to find replacement empty eeproms if originals are One Time Programmebles.
Just what programmer would you guys recommend, and is it gonna be delivered complete with burning software?
