Hacking costum gba frames for r4

is it possible to make costume gba frames like you can on akio but for r4's.

AKAIO doesn't do that. It has different gbaframes for each skin (provided the skinner made one), but if you want a custom frame for different gba games, you will need to find a manual patcher and patch them to the game.
