Hacking Converting Saves From .3ds to .cia?

Would it be possible to convert a save from a .3DS ROM to an installed .cia if I did the following:

-Convert CARD1 ROM to CARD2 with hex edit
-Play newly converted ROM until it saves
-Import .3ds save to CARD2 ROM
-Extract save with SaveDataFiller
-Import to installed .cia

but can a card1 .3ds save be converted to a card2 save?

Bit late for the answer but I'm not even sure it works for legit card2 games, except if there is an header on cia files too.

I try to import a save coming from a pokemon 3ds rom game (with header) to the same game in cia and the game noticed the savegame mismatched the last play I did and refused to load it.
