ROM Hack converting a 4gb .3ds file to .cia format

Obviously there is a 4gb limit on my card so godmode9 won't work. What programs are recommended for converting .3ds files on windows? also is there any way you can get around the 4gb limit?

    That's one of the issues I have with ecchi stuff recently, it focuses too much on the sexual aspect, not the comedy effect.
