Homebrew Confusion with 3ds.guide

I'm having a bit of confusion, I'm trying to mod a old 3ds and stuck on part 13

In the guide he has otherapp.bin on the root of his SD Card, but for part 13: Old 3DS and 2DS Only: Copy the Old 3DS 11.2.0-35 otherapp payload for your region to the /hblauncherloader/ folder on your SD card

Do you keep a otherapp.bin on the root of the SD Card, and put another otherapp.bin in hblauncherloader ??? Its not really specified

14. Old 3DS and 2DS Only: Rename the Old 3DS 11.2.0-35 otherapp payload on your SD card to match your region:

• EUR: OLD-11-4-0-37-EUR.bin
• JPN: OLD-11-4-0-37-JPN.bin
• KOR: OLD-11-4-0-37-KOR.bin
• USA: OLD-11-4-0-37-USA.bin

If you have an Old 3DS or a 2DS, copy the Old 3DS 11.2.0-35 otherapp payload for your region to the /hblauncherloader/ folder on your SD card, and rename the Old 3DS 11.2.0-35 otherapp payload on your SD card to match your region. That's all you need to do.

You still need the otherapp.bin on the root of the sd card to right?
So two files on the sd card

afaik, the otherapp.bin on the root isn't needed anymore.
I don't think it makes a difference whether it's there or not.
Delete it if you want.
