If I backup my SHSH blobs for iOS 6.1.2 and Apple stops signing for it and iOS 6.1.3 comes out, can I restore my jailbroken iPhone 4 back to iOS 6.1.2 if something messes up my phone like SiriPort?

Since you have an iPhone 4 and you have your SHSHs saved, your device is vulnerable to the limera1n exploit and you can use a tool like redsn0w or sn0wbreeze to restore to your desired firmware.

Siri really isn't worth it, though. It really, really isn't.

Indeed brother. Now another question. Can I back up my SHSH blobs with iFaith without being jailbroken on iOS 6.1.2?
 
iFaith backs up SHSHs with or without a jailbreak, but you have to be on the firmware you want to get the SHSHs for. You're probably better off just using TinyUmbrella to save them directly from Apple's servers while they're still being offered, though.

Well I've tried to use TinyUmbrella but it wouldn't open on my Windows 7 computer. An error message pops up about some kind of thing. I'll try it again and read the error carefully.

You probably don't have Java installed.
 
How about my warranty status? Will it stay as is?
All traces of the jailbreak will be removed. Your warranty will not be restored, but it will be impossible for anyone to tell the terms were violated in the first place. No one will know you ever jailbroke, so no one will say voided your warranty.

So technically no, your warranty won't be restored, but essentially yes, because no one will know it, not even Apple/Verizon.

I just got a call from a man, the call seemed to be a recorded call, so I couldn't speak to it. The man said I have a fax against me because of getting something without paying. I immediately closed the phone and ran downstairs to unjailbreak my phone. Now i'm in the process.

It could be someone close to you and they just got a tape of the Internet or something to freak you out.
You probably don't have Java installed.
I successfully installed Java and TinyUmbrella opens! Now, can I backup my SHSH blobs without being jailbroken on TinyUmbrella?
