You have to make sure everything works and is stable enough for the general public. Nothing would be worse then release the code and finding it bricking people's systems because they didn't properly test it.
 
Yeah..I don't think it'd be a good idea for someone to use the new exploit IMMEDIATELY after it's released. I'd wait a few days even if they were to say they tested it. Stuff can always go wrong. Especially, when it comes to exploiting software, hardware.

I'll surely not downgrade my console the release day haha...

I personally would wait a few days and see if people are able to downgrade successfully then do it. I have a limited edition Pikachu XL so I don't want anything to happen to it.

One question, do firmware .cias work between models or there are specific .cias for each 3DS model and size?
 
I don't think that the 3DS XL would mind if you downgraded it to 2.0.0 (if you could), because I think it's almost the same hardware side.
probably, but better to be safe to not go super low (especially given "Cfg:GetSystemModel"). the system can tell if it's an XL or not.
