Also, a question: Isn't there an old kernel9 exploit which was patched, but above 9.2? If so, could menchunkhax2 be used in combination with this to give full access on whatever version didn't patch it?
Yep. I forgot the name, but it was patched in 9.5. It was an arm9 exploit. It just needed an arm11 kernel exploit to launch it.
So, we really would only need to downgrade to 9.4 to get arm9 kernel access.
EDIT: It's called firmlaunchhax

I already answered that

Well, I'll be purchasing a New 3DS soon-ish, if I buy one and it coincides with you needing testers, I can totally volunteer.

I mean, if I brick the freshly bought New 3DS, I can just trade it for another one so...

I just want to run homebrew, do these new hacks offer any kind of advantage?
I have a N3DS running on 9.5.0.22E. Menuhax is installed (installed through Ninjhax, I still have the cartridge). I'm using it to run RetroArch. In fact, that's the reason why I replaced my old 3DS by a N3DS. A portable emulator machine!
I have absolutely zero interest in running pirated 3DS roms or eShop titles. I have DS and 3DS cartridges and want to be able to keep playing them.
Do all of these new hack developments have anything to offer to me? Can I perhaps run those CIA versions of the retroarch cores (they're supposed to be faster, right?)
