I aksed that question on the IRC chat of Citra and ILOVEPIE answered me that

The reason that vulkan is more performant for emulation is that you can directly simulate the graphics capabilitys of the device emulated wheras in opengl it requires more abstraction.

It may take months to be a playable state, or a year till they create a recompiler so the game runs at a stable frame rate. I suggest playing on the 3ds instead.

It's been a month since the update and there's only 1 sign of development which is Livestreaming Citra working on Vulcan.

And? A month (all things considered) isn't really all that long of a break, especially if they're working on overhauling it with a significant change such as pushing towards vulkan. They may simply want to make sure that everything is in fact in working order before checking in the changes required for this (rather significant) overhaul.
