So basically people can afford latest 16 core intel processors but not a used 3ds? I mean cheers for great coding. Can someone explain emulator hype please?

Over time your pc goes from a $60 gba to a $40 gbc and a $70 ds and a $80 ps2 and a $150 Wii and a $180 n3ds, all playing better than they did on the original, all garuanteed never to die from old age, not now or 200 years in the future, all in one spot at one time. No burning out lasers or scratched screens.
 
You could possibly compile it for 32-bit x86, but no, no official builds of it are provided.
When they do dynrec they will not be supporting 32 bit though, so 32 bit will always be slower/unusable for Citra. Dolphin emulator did similar because maintaining two separate branches for dynrec was too much for them to handle, and being able to use 64 bit features resulted in big speedups.

I've had 64-bit capable PCs for around 10 years, so it's never been an issue for me. :P

Before 64bit, I used 32bit for a long time and hate it. Now, I've had 64 bit capable desktop Dell PC for 6 years then move to macbook pro 64 bit for 1 year now. Its totally of 7 years. I am happy with 64 bit. :D

someone could compile Citra Cro or Citra with additional merged commits like 1302 to test some games?
