Homebrew Citra and Mii QR code problem

Why can't my 3ds read the qr codes of the miis I made on citra and can't citra read the qr codes of the miis I made on my 3ds ?
(but citra can read the qr codes of the miis I made on citra and my 3ds can read qr codes of miis made with my 3ds)
Is it fixable ?
