Homebrew CIA installing on < 9.0?

Hey.
While my current 3DS only has 9.9, being the derp I am I remembered I have an old Semi-Broken (Usable) O3DS on < 9.0.
I don't have access to it right now so I don't know what FW it has but i'm absolutely certain it's higher than 7.0 and is not higher than 9.0.

So, my question is, how do I start using homebrew on it? And how do I install CIA's? I'm an absolute noob when it comes to hombrew on < 9.9.
Keep in mind this 3DS has nothing on it at all. I system transfered it all to my current one, leaving it empty.

The charging is a bit wonky and a few buttons are temperamental. I'm fine with it though.

I'm gonna do this on my friends 3DS. (no cubic ninja or gateway) seems easy enough.

CFW is pretty useless now. rxTools can do everything CFW could and a lot more.
