Hacking .cia install not working correctly

FBI failed with: "Failed to install CDN title. Result code: 0xD8A0A048 Level: Permanent (27) Summary: Invalid state (5) Module: HTTP (40) Desc: <unknown> (72)"

Freeshop and Ciangel also giving errors when trying to install .cia

Seems like some small .cia ARE working but any larger ones failing.

This isnt MY issue by the way but I am trying to help someone troubleshoot. Can someone point me to a fix?
 
Are you sure that the cias are correct ?
Fbi says it doesn't found something on the CDN
 
I doubt that is the problem, when i use a 32 gb sd card the problem seem to occur, when i use a smaller care (Like the in stock 4gb one that supply with each system when bought) The problem never happens. I dunno why that is though.
 
Which is done how (and will they lose data by doing that?)
on your SD card in the folder (with the long string of letters and numbers for a name) delete import.dbs and title.dbs and create .txt files and name them import.dbs and title.dbs (respectivly) then open your system settings and go to where the 3DS games are stored it will tell you that the database needs to be reset allow it

Will they lose any data that way?
 
no that's not where your save data is stored so it will be fine . . . but in all honesty I don't think this is the solution to your problem

I actually suspected this after googling, but I didnt see a whole lot of info on the particular error he was getting, so came here for advice first :P
 
Yeah he got back to me, rebuilding the database, tried a system restore as well. Neither worked.
now keep in mind i am just a end level user . . . but if i had to guess based on the info given in the op . . . there is a fw title required to install the cia that fbi cant locate . . . so i ask was this 3ds downgraded? . . . if so i believe it was an incomplete downgrade

But if it was missing a firmware title wouldn't all CIA installs fail rather than just the larger ones failing

not all games/games call for the same the same fw titles (some need more or less depending on the features accessed by the app . . . just like any computer)
so app A may only require r123 of a fw title and app B may need r234 of the same fw title

however i am no dev and don't know the exact dependencies fbi is set to access

FBI is trying to install something from the CDN (Ninty servers)
What exactly are you trying to install ? Is the 3DS connected to Internet ?
There's a problem with the HTTP module so maybe it's a connection problem or as said earlier, a problem with a title that could be the result of a partial downgrade
