Hacking CIA failed to install CDN title

Just curious. Been trying to install a title from FBI. It says

Failed to install CDN title.

I got the tik from TIKdevil. Anyone know whats going on?

How are you launching FBI? Homebrew, injected into Health&Safety, as an app on the Home Menu?

No. I did inject it at one time. but only to perm install it on the launcher. I replaced health and safety back to its original state.
