The region value in the locale.txt isn't set to the region of the 3DS firmware but what is that game's retail region.

00040000001BFB00 is the EUR version of Metroid: Samus Returns.

00040000001BB200 is the USA version of Metroid: Samus Returns.

If you were to install the USA version of that game on your 3DS system running on Japanese firmware 11.13.0-45J, you would want the locale text like this:
  • sdmc:/luma/titles/00040000001BB200/locale.txt
  • Code:
    USA EN

00040000001BFC00 is the JPN version of Metroid: Samus Returns (メトロイド サムスリターンズ).

If I were to install the JPN version of the game on my USA n3DSXL running North American firmware 11.13.0-45U, I would want the locale text like this:
  • sdmc:/luma/titles/00040000001BFC00/locale.txt
  • Code:
    JPN JP

Likewise, someone with a native EUR n2DSXL running European firmware 11.13.0-45E would also want the locale text for Metroid: Samus Returns (JPN) exactly the same way.
  • sdmc:/luma/titles/00040000001BFC00/locale.txt
  • Code:
    JPN JP

A person in Korea with a Korean n3DSXL running Korean firmware 11.13.0-45K who wants to play the EUR version of that game? Yup, it would be like this:
  • sdmc:/luma/titles/00040000001BFB00/locale.txt
  • Code:
    EUR FR
  • Instead of EN, this person wants to play it in FR for French language.
well, i got a jp version of the game to work! very satisfied. i dl the game 3 times so i didnt think it was the .cia. but either way, thanks!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Thanks for that!!!! I was finally able to launch Mario & Luigi: Paper Jam (USA) and Metroid: Samus Returns (USA) without any issue!

Basically, besides the need of importing seeds for some games, there is also a rom region check to consider in order to boot the game.

For my case, I have a Japan New 2DS LL and two games I mentioned being automatically set to the default region when installing them.

I guess the way the default region in this situation works is that it will change the region value to Japan depending on my console. But the two games are originally USA region. And those games will check if the region value matches the game actual region when booting the game. If they don't match, the game will not boot to the title screen and instead, having Exception Error message.

To fix this, using Luma Locale Switcher to convert the region back to the correct one.

It doesn't matter for changing the language, region is only thing matters in this case.

Error MATADORA , Translation - Section
( fixed my Samus Aran Game on New Nintendo 3DS LL )

Ok , that helped me , but the instruction is confusing af for beginers or people that want to get this fast over with , basically you need 2 folders with that same txt information file , wich you didn't even say , one is 00040000001BB200.txt that you make with the cia app you install LumaLocaleSwitcher and another is " locale.txt " that you write yourself ( i did it in my android phone with Text File Maker ) and paste in the folder with the name of 00040000001BB200 , the name of this folder differs by region , when you use the LumaLocaleSwitcher it automatically names the txt file ( the first txt file you need ) as the folder name region you need , this will be the first text file and you will chose where it's located and what region and language . For Example : USA EN , EUR EN , JPN JPN etc. , better is to chose the default folder "luma/locales" and you can just copy the name of that text file and name with that copypaste the new folder you create and put into "titles" , the folder titles needs to be created by you as well in " luma folder " > titles > 00040000001BB200 > locale.txt , and you need to have your system updated supposedly , but that kinda got me in a pinch with godmod9 beeing pitch black right now , hope they update luma soon and fix this error i'm on 10.2 luma version .

It is possible that your firmware version doesn't work with that game, as mine wont load either, and i updated my 3ds and it worked. Check if there is any update available.
