I mean changing the story, updating the graphics, fixing all the glitches...Making it very much playable and enjoyable.

A game that was included in a crappy "multiple games in one cart" cartridge called Action 52. It showed some promise (the creators of Action 52 even planned on a Cheetahmen cartoon and action figure line or something. Action 52 even came with a Cheetahmen comic book), but the game sucked so much that the Angry Video Game Nerd reviewed it.

That's correct, but the article is focused on the unreleased sequel to Cheetahmen. Mainly. Even though about half of the information is on the original game.

If I could make it, I would. But I have no experience or knowledge in the ways of programming or spriting or music making... Nothing of that sort.

If I were making the game, though, I'd add in this:
1) GBA Version AND DS version
2) Character Select
3) Crouch
4) Different abilities
5) Start menu that shows abilities and a bigger image of the Cheetahman you're using. GBA version only!
6) Bottom screen that shows abilities, bigger image of the Cheetahman you're using, health, score, and lives. DS version only!
7) More music
8) Better attack ability
9) Different story
10) Better levels
11) Updated graphics
