ROM Hack cheats problem

I have a 3ds with luma and I wanted to use cheats on alpha sapphire so I made a folder in luma called titles and a folder in that with the title id and a txt names cheats.txt in that with a few cheats :
[99 Great Ball]

28C6B5F6 00000063



[99 Safari Ball]

28C6B5FA 00000063



[99 Dive Ball]

28C6B5FE 00000063

etc. but I opened the game opened the rosalina menu pressed cheats andit said no cheats found for (title id).
plz help

    i used to go out to the recycling center every couple weeks and look at the crts and other electronics people would drop off. Usually screens were broken or severely scratched from being tossed around. Did find a good one here and there, but never anything like a 1080i widescreen crt.
