ROM Hack Question cheats and saves between different title ids ?

I wonder if it's possible to share cheats and saves between the same games which are at the same 'update version' and all but with different base title IDs ? Most often this problem occurs with an eShop release vs a physical release or the same game that is launched separately at different regions with different title IDs.

If this is possible what tools are capable of doing so ?

OK I see. I mostly use checkpoint save manager do I need to do any special thing in order to share saves between games with different titles IDs?
