I've been thinking of installing cheats onto my 3ds, but I saw some articles about getting banned when using cheats in online games. Can I still use them without getting banned in 2020?

If you use them offline you will be fine. Online can be rather spotty about what would happen.

Your friend code seed would be banned, no online services except eshop would work on your console anymore. In my opinion Nintendo doesn't give a single sh*t about the 3DS so if you want to cheat it's up to you.

You would not even be able to access the NNID tab if you are banned.
