I have a Switch plugged into an official dock that charges two 8bitdo SN30+ Pro controllers with USBC cables,
and I believe this issue started happening with 19.x firmware (currently 19.0.1) ...
Basically when the Switch is sleeping, the charging does take place but there seems to be either a wake or something happening,
as the red charge lights on the 8bitdo turn on, then after a few seconds turn off, then turn on, then off, in a random way ...
This was never the case before, and once they were charged the light just turned off ...
The interesting part is that when the switch is not sleeping, but docked, it works properly, and also in Hekate itself it works ...
I'm wondering if it's a firmware bug or if there's a .ini setting I'm missing, etc.
