It's a pretty useful combination of WAD Manager 1.21 and AnyTitle Deleter.
Both of which are open-source and released under the GPL. (Or at least AnyTitle Deleter is)

And if memory serves, you cannot have a closed-source version of something under the GPL.

So really, just email CashMan to release the source.
