Hello, I'm new in emulation topic and I wonder is this possible to emulate whole firmware/os (ofc for 3ds). If yes, how or which emulator provides this function. I know this I would use cfw for this but need I something else. Please answer.

CFW on an emulator would be rather redundant. If your goal is to test out a CFW, then install Fastboot3DS or launch the CFW through GM9

You don't need to emulate the 3DS in order to test out the software available to it.

I want to test cfw

which part?

There are some parts such as executing homebrews that can be emulated fairly well, and then there are ARM9 low-level stuff that is not quite easily emulatable yet and has no reason to emulate either.

Either way, yeah if you want to try CFW the best way would be to get a 3DS and install it on a real hardware.
