Did you update it? That's quite strange, just redownload it.
Ofc is it a CIA, right?

If it's a CIA, judging by how you described it, 3ds logo playing, then freeze with black screen and getting kicked back on the home menu (with an error), then it's most likely that your CIA didn't come with the Seed, just use FBI to import it and that should fix things. Just for reference, if you had the Luma arm11 exception handlers on (from the Luma settings menu), you would instead get a black error log screen and the 3ds would shut off.

To help you find the seed, here are the game IDs, use the one that corresponds to the version you are trying to use:

Did you download it from freeshop or online?
If you downloaded it online, install the seed like ThoD said, otherwise try reinstalling it from the freeshop.
