Homebrew Can't launch homebrew

Help. After formatting emuNAND and erasing all the files in my SD, I can't launch homebrew anymore from Internet browser neither with Cubic Ninja. I have a downgraded 9.2.0-20E 3DS.
How to launch it, then?

put the boot.3dsx filee back in the 3ds all the files wer remuved
