Homebrew Can't launch fbi

so I recently downgraded my new 3ds to 9.2 and tried to install fbi on emunand but I can't even open fbi on HBL to install it. How can I fix this?

You got a partial downgrade probably.
Redo your 9.2 downgrade and try again

I tried that but when I started the downgrade process it didn't install anything and said it was done.

I didn't really follow a guide roomsaver was helping me.

I was basically using plailect guide up to part 3.

Inject it into H&S. Also, how are you running the HBL? From menuhax or the CIA launcher? The former uses SysNAND, so that'd explain why FBI isn't working.

I helped him set up CtrBootManager. His downgrade failed halfway through and he did it again and it seemed like it worked, apart from FBI not working.
I forgot about injecting FBI into H&S. https://github.com/Plailect/Guide/wiki/Part-5-(arm9loaderhax) Scroll down to step VI and follow that.
