I'm think it's an ErrDisp error, it would help if you post a clearer picture..
Does it show the home menu after you boot the system or just a black screen during the "30 seconds" then it shows the error!
Can you access either Luma or GodMode9, by holding either "start" or "select" when you first boot up the system?

shows the black screen a few secs after I start the console but I can still access Luma by holding select on start and it doesn’t crash

Do you see any apparent physical damage from the outside of the system ?
Also does it just freeze when it shows the error? i see in the image above it still shows HC, does the icon move & do you hear sound in the background?
See if the cameras work and turn on wireless connections within that time frame before it errors out, to test if they work or not.

no physical damage
yes it freeze and just reboot when i touch a button theres no music and the icon stops moving when i get the error
i cant check the cameras it crashes automatically when an app starts

This is a hardware problem, I wouldn't expect software version to make a difference.

crashing shortly after starting would generally imply wifi chip is loose, but if turning off wifi doesn't prevent the crashes, then it's probably something else (keeping wireless off generally avoids issues caused by wifi chip problems.)

it'll be next to impossible to troubleshoot what's wrong over the internet like this, you would need to take it apart and see if anything appears to be wrong.
