Hacking Can't install CIAs, after installing CFW

So, I followed the guide, 3ds.guide, used my flashcart and everything, install went perfect, but when I switch download play to homebrew, and open up FBI through there, it won't let me install all of my cia files.

Failed to install CIA file.
Result Code: 0xD90004588
Level: Permanent (27)
Summary: Wrong argument (8)
Module: FS (17)
Desc: RSA/Hash verification failure (392)

Someone please help me out, I've done this process before on other 3ds's, and it didn't go like this at all.

Please help!
 
I thought that as well, so I swapped sd cards, loaded luma, checked settings, cfw is still good, and my sd card was formatted to fat32 using mini tool portion wizard.
 
Testing now, but like I said, I tried 2 different formatted SD cards. Anyone have any other ideas?
 
So, I got past this issue, and everything seemed okay, but then while installing games on FBI, it went crazy. Not sure what happened, but I had to reboot the 3ds, now FBI won't open, it says "card was removed" I can use FBI if I launch it through homebrew, so I went in, deleted the fbi cia, but now it won't let me reinstall it.

Also, since this happened, I have 3 icons on my home screen that are blacked out. Pretty weird.

Any help?

based on what you say i belive you have a 3ds that once apon a time downgraded in a uncleen/incomplete fashion so it had . . . issues installing via fbi ,fbi likely existed on sysnand's sd card and also directly on the nand (even though it was not the nand version) so deleting it caused more problems . . . i reached this conclusion because the boxes happen when lumas patches hit a title that is improperly installed (installed twice, installed to the incorrect path, ect)

use decrypt9 instead of gm9 and follow this https://3ds.guide/ctrtransfer.html then update and your issues should be solved . . . that is assuming your sd card is actually good . . . if it (or sectors of it) is(/are) corrupt then you could damage the system further so please dont ignore quantum when she says to test your sd card

I actually believe the sd card is corrupt now, I'm trying to copy all the files to a new sd card, but it won't let me copy the "Nintendo 3ds" file. Why is That? Im sure I need that
 
Also, it seems even if I put another SD card in, it won't boot, I have to boot without the sd card, then put it in.
