Hacking Can't go online multiplayer MH4U

i was try using catridge cart and dump to 3dz both didn't work
When i going online they keep showing "Accept the nintendo 3ds service user agreement ......" i click next and accept but ..... Error code 003-0399 . Can anyone help me plz ?

Yeah, you're probably trying to play the EU/US version on a non-EU/US console. To fix error 003-0399, get the config.cia from the leaked SDK (can't link here) and set the user agreement value to FF FF.

how ? i fix to san disk or macronix both didn't work and do you know how to make exfat format work with 3ds ?

No that is 002-0102 specifically. 0123 is bad header. That is why it says "The game cannot go online".
