Gaming can't ev train in black and white help!!!!

I hatched a charmander with modest nature and mischevious characteristic I gave it pkrus and a power lens
I battled litwick to get sp.atk evs but at the end of the level I get +3 the stats are not maxed out yet
 
you get EV by battling certain pokemons, but they are only accumulated until you level up.

In fact, you don't need to level up (it's recalculated at the end of each battle : source)

Read this and hopefully you understand how EV works.
Lets just say you have to, at minimum kill 150 pokemons to competely use up the EV's the pokemon have avaible. And is also easily reduced by items(Protein, carbon etc...) or use of macho brace.

Generation V

Pokémon can now gain effort values from battling even at level 100, as stats are recalculated at the end of every battle, instead of just on level up, much like Deoxys in the Generation III games.

In short yes.
