Hardware Can't connect -TR Wiimote Plus on Windows 10

I'm using the latest dev version of Dolphin, 5.0-9616-x64. I'm on the Oct Update, v1809 (build 17763.316) of Windows 10 x64. I've tried the PAN option, I've tried just connecting via Dolphin's various "real Wiimote" settings, and it just doesn't connect, let alone show up in Windows' Bluetooth settings. Help?
