Gaming Cant change psp customizable options

Ok so when you play psp games on the vita your supposed to be able to hold your finger on the screen and the options will come up. I used to play psp games on it all the time and the options worked just fine but now they just dont seem to work. Any ideas?

hold the PS button when in game to open the "vita PS menu"
then press settings
