I have a n3ds with arm9loaderhax.Every time I launch my emunand it either hangs on a lit black screen or 'An error has occured.Hold down the power button to turn off the power, then turn it on and try again.'
When I launch sysnand it says it can't detect my micro sd card.
When I put the micro sd card into my computer it can read it.

Clean the SD Reader on your N3DS

I advise using 'updated sysnand' with either AuiRei/Luma3DS, like @Ricken said clean the mSD and hopefully it should read it, maybe back up your stuff and re-format?

Use EmuNAND Tool to extract the emunand, back it up on your comp in a safe folder, copy mSD card content, then format it, if it doesn't work, rip in datas.
