Cannot upload avatar or use URL

I'm trying to set an avatar, but if I use a URL, I get..

"Sorry, but the URL you entered for your avatar was incorrectly formatted or the link is not valid."

And I was using the URL http://www.kodewerx.org/forum/download/fil..._1205034965.png, which is completely valid. If I upload from my computer, I get...

"The upload failed. Please contact a member of staff to help rectify the problem" It's the same image, but from a different source. What is wrong? It's in PNG format, and it should be under the size limits (That is, if I have one.)

It worked when I tested it with mine. Avatar limits are 100x140 btw, but it will resize it for you. You can also add your own dimensions under where you put the url, which I recommend. Try 100x94 or so.
