i unbanned my second 3ds using my other 3ds but the eshop no longer works but will transfering it to a new 3ds work if i want to downgrade one with it

It's possible to move a ban to another console but I don't think you can remove the ban from a single console. In the method that I used I was able to move the ban of two consoles to a single "sacrificial" 3DS through system transfer.

You lose your NNID and friend code though.
